Elizabeth S. Maguire, MA, President and Chief Executive Officer

Ms. Maguire joined Ipas in 1999, bringing with her 35 years of experience in population and reproductive health.  Under her leadership, Ipas has greatly expanded its resources, technical capacity and geographic reach. Ms. Maguire previously served for more than 20 years with the U.S. Agency for International Development (USAID), including as Director of the Office of Population from 1993 to 1999. In this capacity, Ms. Maguire played a pivotal role in US delegations to the historic 1994 International Conference on Population and Development (ICPD) and the 1999 five-year review of ICPD.  While at USAID, she also led the development of new initiatives in family planning/reproductive health service delivery, postabortion care, private sector partnerships, policy, research, evaluation and women’s empowerment.  She was a recipient of USAID’s Distinguished Career Service Award, as well as eight other USAID Special Honor Awards for policy and program innovations.  Ms. Maguire speaks four languages and has had extensive field experience in all regions of the developing world.  She has an MA in Sociology/Demography from Georgetown University.


Barbara B. Crane, MA, PhD, Executive Vice President, Technical Leadership and Advocacy

Dr. Crane leads Ipas initiatives to advocate for policy change, as well as its programs in research and evaluation.  She has helped engage reproductive health and rights organizations around the world in improving the global dialogue around safe abortion policy and programs.  From 1992 to 2000, Dr. Crane served as Senior Policy Adviser in the U.S. Agency for International Development (USAID) Office of Population, where among other things she coordinated USAID participation in the 1994 International Conference on Population and Development (ICPD) and in the 1999 five-year review of ICPD.  She has published widely in peer-reviewed journals and books in the areas of population, development and reproductive health policy. She has also taught at the University of Michigan and Harvard University School of Public Health.  Dr. Crane holds a PhD in Political Science from the University of Michigan and an MA from the Fletcher School of Law and Diplomacy.


Terrence Kominski, MBA, Executive Vice President, Finance and Administration

Mr. Kominski brings 35 years of experience as a financial and operations officer for various domestic and multinational companies, including work in Europe, South Asia, Latin America, Canada, Nigeria and the People’s Republic of China. He has first-hand knowledge of the challenges faced by women in developing countries from his experience living in Pakistan as well as his work in other countries. In addition, Mr. Kominski was plant manager of the largest U.S. vitamin and soft capsule manufacturing facility and Chief Financial Officer of a $20 million pharmaceutical technology firm conducting business in 40 countries. Mr. Kominski earned his MBA at the University of Bridgeport.


Anu Kumar, PhD, MPH, Executive Vice President, Development and Communications

Dr. Kumar joined Ipas in 2002 after serving for seven years as Senior Program Officer in the Population and Reproductive Health area of the John D. and Catherine T. MacArthur Foundation.  In that capacity, she oversaw grants to organizations working in India and to international organizations, as well as grants in the field of population and environment. Prior to her work with the MacArthur Foundation, Dr. Kumar worked as a Social Scientist at the World Health Organization’s Reproductive Health Research Division.  Dr. Kumar has a doctorate in Anthropology and a master’s degree in Public Health from the University of North Carolina at Chapel Hill.  From 1998-2001, she was Adjunct Assistant Professor in the Maternal and Child Health Department at the University of Illinois at Chicago.


Ann H. Leonard, RN, MSPH (Senior Advisor to the President)

Ms. Leonard advises the President on strategic and implementation issues. She currently has a special focus on integrating medication abortion into the full range of Ipas's activities. Since joining Ipas in 1986, Ms. Leonard has been instrumental in the development of Ipas's programmatic strategies and oversaw the creation of the agency's training, research, evaluation, communication and marketing capacities. Twice during her tenure, she has served as Acting President. Ms. Leonard has provided technical assistance to the World Health Organization and other agencies in the development of guidelines for the prevention and treatment of unsafe abortion.  She has extensive clinical experience in domestic and international gynecology and family-planning service delivery. Prior to joining Ipas, Ms. Leonard gained first-hand knowledge of the realities of health-care delivery in developing world settings as director of the obstetrics and gynecology and family-planning program at a refugee camp in Thailand.


Mary Luke, RN, MBA, Executive Vice President, Programs

Ms. Luke joined Ipas in 2002 after serving as the Asia-Pacific Regional Director for Planned Parenthood Federation of America-International (formerly Family Planning International Assistance).  She has over twenty years of experience in reproductive health, with expertise ranging from strategic planning and management to service delivery. From 1990 to 1998, she held leadership positions at The Centre for Development and Population Activities (CEDPA) and as Vice President for Programs and Director of the USAID-funded ACCESS Project.  Ms. Luke was Executive Director of Planned Parenthood Alameda-San Francisco from 1980 to 1989. She has served on the Board of Directors of the Compton Foundation, Planned Parenthood of Metropolitan Washington, and the Global Health Council (formerly National Council on International Health) and was a founding member of Asian Pacific Islanders for Choice.  She holds a master’s degree in Business Administration from Golden Gate University in San Francisco and a master’s degree in Mental Health Nursing from Boston University.
